The methodology of integrated DOE safeguards and security surveys at the Savannah River Site

As safeguards and security (S and S) directives, policies, and guidance are modified to address the changing environment of the US Department of Energy (DOE) weapons complex, the DOE Savannah River Operations Office (SR) has developed and implemented an integrated S and S survey evaluation program. The survey program is designed to perform comprehensive surveys which meet the requirements of DOE Order 5634.1B, is cost effective, and evaluates critical system elements using performance and compliance based survey techniques. The integrated survey methodology encompasses all elements of the survey process, including planning, technical evaluation, report preparation, and the survey finding tracking and validation program. Additionally, the SR survey approach has been expanded to address field verification of the Master Safeguards and Security Agreement (MSSA) and Vulnerability Assessment Report (VAR) data. Performance tests (PTs) are conducted based on a review and analysis of critical paths identified in the VAR. PTs are based upon scenario-specific criteria, and comparisons of performance criteria with previously established criteria are performed and analyzed.
