Description
In order to reduce greenhouse gases in the European Union, various policy measures have already been implemented, as for example the Emission Trading Scheme (ETS) for large industries. In January 2008, the European Commission launched a package of far-reaching climate and energy proposals. This article analyses the package and explains why the package can be considered pioneering in view of its targets and international implications. Next, the need for swift adoption by the Council of Ministers and the European Parliament is explained and the items that will face laborious negotiations are discussed. [mk]

Om broeikasgassen te reduceren in de Europese Unie zijn reeds diverse beleidsmaatregelen aangenomen, bijvoorbeeld het emissiehandelssysteem (ETS) voor de grote industrie. Januari 2008 heeft de Europese Commissie een pakket van vergaande klimaat- en energievoorstellen het licht doen zien. In dit artikel analyseren de auteurs het pakket en wordt uitgelegd waarom het qua doelstellingen en internationale implicaties baanbrekend kan worden genoemd. Vervolgens wordt aangegeven waarom het van belang is dat het snel wordt aangenomen door de Raad van Ministers en het Europees Parlement, en welke punten moeilijk liggen in de onderhandelingen.
