Implementing photovoltaic projects outside of urbanised areas in Haute-Garonne

This guide which is supposed to evolve with respect to technologies, aims at stating the posture of State district services on the various types of photovoltaic projects in non urbanised areas (in agricultural areas, on new or renovated buildings such as storage warehouses or photovoltaic greenhouses, with a synergy between agricultural production and electric power production, in natural areas). It first proposes an overview of the situation of renewable energies in France, in Occitanie region and in the Haute-Garonne district: European and national objectives, support arrangements, present national and regional situation of photovoltaic installations, situation and projects in Haute-Garonne. Then the guide addresses stakes and constraints related to the selection of a site: importance of known servitudes, projects in flood-plains, issues related to landscapes and heritage, selection of artificial areas in priority. The first stages of the project are then highlighted: dialogue, diagnosis, and impact assessment. The Haute-Garonne renewable energy pole is then presented as a body which can help and support project stakeholders. The guide addresses the case of project location in man-made areas and in ancient classified installations (quarries, artificial water sheets, waste storage sites. The case of ground-based photovoltaic is then addressed: identification of stakes, adoption of an avoidance-reduction-compensation sequence, case of wetlands and wooded areas, preservation of protected species and of their habitats. The next chapter addresses the case of photovoltaic projects in agricultural areas. The guide then outlines the need to anticipate planning choices (integration into planning documents), gives an overview of town planning rules to be applied to photovoltaic installations, and of aspects related to building permits and administrative procedures, outlines how projects can be a lever for employment and for social insertion
