The purview and implementation of nuclear regulation

Description

This paper makes an in-depth analysis of the purpose and scope of nuclear regulation, the guiding principle of which is to ensure the safe development of peaceful nuclear activities. The establishment of a specialized regulatory authority is therefore of primary importance for the effective discharge of governmental responsibilities in that field. The author analyses the functions of this authority as well as its organisation and management. Finally, the IAEA safety missions and advisory services are described. (NEA)

Abstract (French)

La presente communication comporte une analyse detaillee de l'objet et de la portee de la reglementation nucleaire dont le principe est d'assurer le developpement sur des activites nucleaires pacifiques. La mise sur pied d'une autorite reglementaire specialisee est, par consequent, d'une importance capitale, car elle aide les gouvernements a s'acquitter efficacement de leurs responsabilites dans ce domaine. L'auteur analyse ensuite les fonctions d'une telle autorite ainsi que son organisation et sa gestion. Il decrit enfin, les missions de securite de l'AIEA ainsi que ses services consultatifs
