Considerations concerning a more concrete modelling of the legal provisions governing accident prevention in the nuclear field, as seen in the light of current knowledge in science and technology

The contribution examines the possibilities of removing the normative regulation deficit in the state-of-the-art in science and technology. The issue of a statutory ordinance is proposed. It shall define the fundamental safety requirements (protection aims, safety principles, design-basis accidents), and shall refer to technical rules, especially to the rules of the KTA (Committee on Nuclear Technology) by means of a presumption clause because of the safety-engineering details.
