Description
In a recent paper, Taguchi claims that the spontaneously arising, poloidal electric field increases the collisional electron heat flux substantially over that found in conventional neoclassical theory. It is shown that this conclusion is incorrect and is a result of the neglect of the role played by the potential energy. (author)
