Report and motion of the Innenausschuss concerning the Federal Government's bill of the Fourth Act amending the Atomic Energy Act

The bill comprises regulations concerning: 1) The handing over and treatment of radioactive wastes as well as final storage under Federal administration (sentence 1 of sub-section 3 of section 87 GG (Basis Law)), 2) compulsory licensing in the case of a nuclear facility being shut down, 3) authorizations to issue legal provisions supplementing and amending sections 11 and 12 of the Atomic Energy Act, in particular with a view to the rationalization of the licensing procedures and the carrying out of governmental supervision, 4) supplementary stipulations concerning penal offences. Costs for the final storage of wastes have to be met in the end by those who cause them. Costs which arise before the final storage site is taken into operation are advanced out of state funds, as far as advance payments cannot be made on the charges. (orig.)
