Industrialists winners of the climate plan

Description
CO2 emission quotas will be put up to auction as soon as 2013 onward, but many industrial sites in Europe will benefit from exemptions to pollution rights trading. Only 20% of the quotas allocated to the 12000 most polluting sites of Europe will be put up to auction in 2013 and will reach 100% only by 2027. Therefore, only 4% of the European industries in concern will pay for their full quotas in 2013. In particular, power companies, electric utilities and heavy industries, the biggest CO2 emitters, will benefit from derogations. Short paper. (J.S.)
