Safety philosophy and research program of the LWR development in the Federal Republic of Germany

Description

In this paper the framework of the reactor safety concept in the Federal Republic of Germany will be described. It is grounded on several cornerstones the most important of which are a closed fuel cycle concept, a statutory licensing and supervision procedure, a set of compulsory safety-engineering requirements and comprehensive research in the field of reactor-safety. The main part of this last area is the Reactor Safety Research Program sponsored by the Federal Minister for Research and Technology. Furthermore, in this paper emphasis is laid on safety requirements particularly with regard to the quality of the reactor pressure vessel. (orig.)

Abstract (German)

Der Bericht beschreibt den Aufbau des Reaktorsicherheitskonzepts in der Bundesrepublik Deutschland. Es beruht auf mehreren Fundamenten, unter denen als wichtigste das Konzept des geschlossenen Brennstoffkreislaufs, das gesetzlich verankerte Genehmigungs- und Aufsichtsverfahren, eine Reihe bindender Sicherheitskriterien sowie umfassende Forschungsaktivitaeten im Bereich der Reaktorsicherheit zu nennen sind. Besondere Bedeutung kommt dem vom BMFT gefoerderten Reaktorsicherheitsforschungsprogramm zu. Einen weiteren Schwerpunkt dieses Berichts bilden die Sicherheitsanforderungen, insbesondere im Hinblick auf die Qualitaet des Reaktordruckbehaelters. (orig.)
