Soil and renewable energies - Final report, June 2023
Description
The development of renewable energies (RE) is one of the most important ways to move away from the use of fossil fuels, a major cause of climate change. The development of these energies also makes it possible to locate energy production in France, which suffers from a high level of energy dependence on imports: oil, gas and uranium. France is committed to ensuring that 32% of the energy consumed in France and 40% of the electricity produced is of renewable origin by 2030, with the aim of achieving carbon neutrality by 2050. However, renewable energies have environmental impacts, particularly on the soil. Soil is one of the major global challenges, a limited resource on a global sca le and nonrenewable on a human life scale. It is essential for maintaining human activities, food security, achieving carbon neutrality, the health of populations, and the preservation of biodiversity and ecosystems. This study aims to evaluate the surface areas necessary for the development of renewable energy production. Based on literature and project analyses, it proposes surface references to installed capacity or energy produced and use them to evaluate the surface areas required to achieve the objective of carbon neutrality in 2050 according to the scenarios pro posed by ADEME in Transition(s) 2050 (ADEME, 2021). It distinguishes between indicators related to the need for land, competing uses, and soil sealing in order to identify the challenges for each sector. The analysis identified several challenges for land and its use with regard to the deployment of renewable energies in mainland France, in particular: Renewable energies should be very present in the rural world. In 2050, the total surface area linked to infrastructures could represent between 1.5 and 1.7% of the territory of mainland France, while the surface area required for the production of biomass energy would be at least four times greater than in 2020. The possibilities for 'land sharing' are significant: onshore wind power and agriculture, production of timber and wood energy, agrivoltaics or development of cover crops for biogas product ion. These approaches should be promoted and will contribute to a significant reduction in the impact of renewable energy deployment on land use. The development of bioenergy should significantly affect cropping systems and forest management. Current cropping systems will have to adapt to the development of plant cover and the use of digest ate as a fertiliser, and forestry systems will have to adapt to meet the increased demand for wood energy for industrial and collective sectors. These elements highlight the importance of respecting good practices to preserve the soil. This summary document is supplemented by specific documents for the renewable energy sectors: onshore wind, offshore wind, photovoltaic solar, industrial and collective wood energy, methanization and biofuels. These documents specify the calculation hypotheses and the impacts on soil quality. (authors)

Le developpement des energies renouvelables (EnR) est un des moyens les plus importants pour sortir de l'utilisation des energies fossiles, cause majeure du changement climatique. Le developpement de ces energies permet egalement d'implanter la production d'energie sur le territoire alors que le pays souffre d'une dependance energetique importante vis-a-vis des importations: petrole, gaz et uranium. La France s'est ainsi engagee a ce que 32% de l'energie consommee en France et 40% de l'electricite produite soit d'origine renouvelable en 2030, dans le but d'atteindre, en 2050, la neutralite carbone. Cependant les energies renouvelables presentent des impacts environnementaux, notamment sur les sols. Or, les sols font partie des grands enjeux planetaires, ressource limitee a l'echelle mondiale et non renouvelable a l'echelle d'une vie humaine, ils sont indispensables a la securite alimentaire, a la sante des populations et a la preservation de la biodiversite. Cette etude vise a evaluer les surfaces necessaires au developpement des productions d'energies renouvelables. Sur la base de la litterature et d'analyses de projets, elle propose des references surfaciques a la puissance installee ou a l'energie produite, et les utilise pour evaluer les surfaces necessaires a l'atteinte de la neutralite carbone a 2050 selon les scenarios proposes par l'ADEME dans Transition(s) 2050 (ADEME, 2021). Elle distingue des indicateurs lies au besoin de foncier, aux concurrences d'usage et a l'impermeabilisation des sols afin de preciser les enjeux par filieres. L'analyse a ainsi permis d'identifier plusieurs enjeux pour les sols et leur usage au regard du deploiement des energies renouvelables en France metropolitaine, notamment: Les energies renouvelables devraient etre tres presentes dans le monde rural. En 2050, les surfaces totales liees aux infrastructures pourraient representer entre 1,5 et 1,7% du territoire metropolitain tandis que les surfaces necessaires a la production de biomasse energie seraient a minima multipliees par 4 par rapport a 2020. Les possibilites de co-usages des sols sont importantes: l'eolien terrestre et l'agriculture, la production de bois d'oeuvre et de bois energie, l'agrivoltaisme ou le developpement de couverts intermediaires a vocation energetique pour la methanisation. Ces logiques sont a promouvoir et contribueront a une reduction significative des impacts du deploiement des energies renouvelables sur l'usage des sols. Le developpement des bioenergies pourrait affecter de maniere tres importante les systemes de culture et la gestion forestiere. Les systemes de cultures actuels devront s'adapter au developpement des couverts vegetaux, a l'utilisation des digestats comme fertilisants et les systemes forestiers devront s'adapter pour repondre a une demande accrue en bois-energie pour les filieres industrielles et collectives. Ces elements mettent en avant l'enjeu du respect des bonnes pratiques pour preserver les sols. Ce document de synthese est complete par des documents specif iques aux filieres EnR: eolien terrestre, eolien en mer, solaire photovoltaique, bois-energie industriel et collectif, methanisation et biocarburants. Ces documents precisent les hypotheses de calcul et les impacts sur la qualite des sols. (auteurs)
