This set of documents has been produced within the framework of the pubic debate which has been organised about the development of offshore wind energy off Normandy. The first document presents the public debate process, describes the project opportunity and location, discusses how the various stakes identified by the public have been taken into account (environment, fishing, landscape and heritage, sea traffic and safety, other economic activities, national defence, connection to the grid, maritime space planning, economic development of territories, project funding and cost, hydrogen). A table synthesises how recommendations of the public debate commission have been taken into account, and an appendix proposes detailed geographical information. A Power Point document reports the process from the public debate to the answer and decisions of commissioners and of public authorities related to the various issues. A synthesis of the approach presented in the public debate discusses the reasons for this type of project, stakes to be addressed, the main characteristics of a ground-based offshore wind farm and of its connection, the economic spin-offs, what is coming after the public debate. The report on the public debate published by the National Commission of the Public Debate is provided (synthesis, justification of this new debate, issues to be debated, the urging call for scientific research, the debate life). Several maps are provided, as well as associated legal texts. A document analyses results of a pre-debate questionnaire.
