Description

This paper reviews the historical record of nuclear power plant construction in Canada and concludes that, although it compares well with that of other countries a new licensing approach is required to help retain the economic viability of the nuclear option. The up-front licensing process, presently being pursued for the Point Lepreau Unit 2 NGS, is discussed. Significant progress has been made in discussing a new approach with the Atomic Energy Control Board (AECB) and it appears that an agreed upon licensing basis for the Point Lepreau Unit 2 NGS can be established prior to project commitment
