Transition of policy tools. For the chemical and petroleum industry

Description

Many measures were taken to improve the environmental performance of industry and businesses. Some of the more persistent environmental problems need to be tackled by flexible tools, e.g. emission trade. A workshop was held for representatives of the petrochemical industry to discuss the consequences of the introduction of such flexible tools and how to react to the present period of transition where conventional tools have lost, or are loosing, their power and the new, more flexible tools are not yet implemented

Industriele bedrijven hebben in de afgelopen jaren veel maatregelen genomen om te komen tot milieuverbetering binnen hun inrichtingen. Voor een aantal hardnekkige bovenlokale milieuproblemen lijkt flexibeler instrumentarium -zoals emissiehandel - de aangewezen weg om deze milieudoelen alsnog realiseren, zonder dat ze daarbij onredelijk of tegen te hoge kosten in hun bedrijfsvoering moeten ingrijpen. Op verzoek van VNPI, VNCI en het ministerie van VROM heeft CE in kaart gebracht wat introductie van flexibele instrumentarium - en de denkwijze die daaraan ten grondslag ligt - betekent voor de tussentijd, wanneer nieuwe methoden nog niet geimplementeerd zijn, maar de klassieke aanpak al stagneert? Welke andere rollen brengen de nieuwe denkwijzen voor verschillende partijen met zich mee; welke routes zijn in de transitiefase noodzakelijk om de uitdagingen het hoofd te bieden; op welke wijze kan flexibiliteit in de Europese arena bevochten worden; kunnen proefprojecten en communicatie helpen bij het aan het licht brengen van deze verschuivingen en ze effectief helpen plaatsvinden
