Lieber Herr Nabielek! Es ist sicher schön, ein großes Brennelementlager zu haben und bei Gelegenheit mal eine Probe für Testzwecke zur Verfügung zu stellen, aber was machen wir später mit den Kugeln, die nicht benötigt werden. Falls es einen HOBEG-Nachfolger geben wird, wird man Kugeln aus der laufenden Produktion für Testzwecke abzweigen können und diese sind dann auch repräsentativ für die Produktionslinie. Man braucht also wenig "Reserve"-Kugeln. Im schlimmsten Fall, der hoffentlich nicht eintreten wird, wird es in absehbarer Zeit keinen Hersteller für Kugeln geben und dann auch voraussichtlich keine Firma, die die Kugeln zurücknimmt, um sie aufzuarbeiten. Unser Brennstofflager würde sich also füllen, da unbestrahlter Brennstoff praktisch nicht zum Abfall gegeben werden kann. Für die Aktivierung sollte daher nur das unbedingt Notwendige zurückgestellt werden.
