The recommendations have been developed by the United Nations Economic and Social Council's Committee of Experts on the Transport of Dangerous Goods in the light of technical progress, the advent of new substances and materials, the exigences of modern transport systems and above all, the requirement to ensure the safety of people, property and the environment. They are addressed to Governments and to the International organizations concerned with the regulations of the transport of dangerous goods. This tenth revised edition includes all the recommendations adopted by the committee of Experts up to and during its nineteenth session. This edition is presented under the form of Model Regulations annexed to basic recommendations. It should be noted that these Model regulations will be subject to further discussion during 1997-1998, and should be completed in the near future by detailed provisions for packing methods concerning individual substances and articles
