Description
This paper outlines the air quality management approach to air pollution control as applied in the US, emphasizing situations in which theory and practical experience have differed. Particular emphasis is placed on the development and application of tropospheric ozone policy, including an overview of past failures and successes, recommended improvements, and the new approach embodied in the 1990 Clean Air Act Amendments.
