Experience on safeguards and termination at TVF

Description

Tokai Vitrification Facility (TVF) is R and D facility for waste treatment, that is to immobilize the high level radioactive liquid waste (HLLW) into the stable glass form. The TVF has been operating since January 1995. JNSB, IAEA and PNC had discussed and established safeguards approach for the waste treatment facility, that is to perform sampling at the Receiving Tank as re-transfer verification from retained waste at the time of receiving HLLW from TRP and to perform NDA measurement to the canister as verification of the measured discards. The vitrified waste can be terminated the safeguards after the NDA measurement will be carried out by IAEA and JNSB. This paper describes outline of TVF operation, present safeguards arrangement and possibilities of remote monitoring technique. (author)
