URSEA is created whose activities are executed in accordance with the following objectives: the extension and universalization of access to cruelty, promoting optimal levels of investment for the provision of services under the conditions set by the sectoral regulation, the protection of environment, security of supply adequate protection of the rights of users and consumers, promotion of competition in the provision, delivery egalitarian, free choice for users among different providers, based on clear information and time, the application tariffs that reflect economic costs as applicable.
