Description

Among many problems in administrative emergency responses in the JCO (Japan Nuclear Fuel Conversion Co.) accident, the followings are mentioned; delay and insufficiency of emergency reporting by JCO, evaluation in Tokai-mura without any advise from national government, sheltering indoors with no scientific background, disorder and confusion in canceling recommendations. Practical decision criteria, coordination between organizations, and effective drills are needed for better emergency responses. (J.P.N)
