IPSN model for the simplified calculation of atmospheric dispersion of accidental releases

Description

To assess the atmospheric dispersion of accidental releases, the Institut de Protection et de Surete Nucleaire (IPSN) has developed a so called gaussian plume model. It derives from tri-gaussian puffs, characterized by standard deviations parametrized with respect to the transfer time (for only two classes of vertical atmospheric stability). The analytic form of this model makes it possible to take into account the most important phenomena which change the content of the plume during transfer: reflections, radioactive decay, daughter products, dry and wet deposition. Limitations to the use of this plume model are examined. Its field of application is reduced in the case of weak winds, the more so when the release height is great. A limited number of reference meteorological conditions and standard values for dry deposition velocity (iodine and particles) and the washing rate by rain are proposed, and examples of results are given. This model predicts the order of magnitude of the consequences of accidental atmospheric releases over distances from several hundred meters up to several tens of kilometers

Abstract (French)

Pour evaluer la dispersion a moyenne distance dans l'atmosphere de rejets accidentels, l'Institut de Protection et de Surete Nucleaire (IPSN) a developpe, a partir d'une modelisation a bouffees trigaussiennes, caracterisee par des ecarts-types parametres, en fonction du temps de transfert pour seulement deux classes de stabilite verticale de l'atmosphere, un modele de panache gaussien. Ce modele, facile d'emploi, de par sa forme analytique, permet de prendre en compte les phenomenes les plus importants qui modifient le contenu du panache au cours du transfert: reflexions, decroissance et filiation radioactives, depot sec et depot humide par les precipitations. Les limites d'utilisation du modele panache sont passees en revue; son domaine d'application est reduit dans le cadre des vents faibles, et ce d'autant plus que le rejet se fait en hauteur. Un nombre limite de conditions meteorologiques de reference sont proposees ainsi que des valeurs standards pour la vitesse de depot sec (iodes et particules) et le taux de lavage par la pluie. Des exemples de resultats sont presentes. Ce modele permet de prevoir l'ordre de grandeur des consequences de rejets accidentels dans l'atmosphere sur des distances comprises entre quelques centaines de metres et quelques dizaines de kilometres
