Proposed workplan for compliance with AB 2821

Recently enacted legislation requires the California State Energy Resources Conservation and Development Commission to complete ''. . . a study of the necessity for, and effectiveness and economic feasibility of, undergrounding and berm containment of nuclear reactors. . .'' Upon completion of the study, the Commission is further required to hold public hearings and determine whether to adopt regulations requiring that nuclear reactors be either undergrounded or berm contained. The study, recommendations, and conclusions must be submitted to the California Legislature by January 1, 1978. The project has been structured into two phases: A Preliminary Phase (Phase I) and a Detailed Study Phase (Phase II). During the Preliminary Phase, expected to last approximately two months, project efforts will be directed towards (1) a review of the existing applicable literature and operating experience at European facilities, (2) completion of several specific studies on key topics which directly influence or provide background for subsequent work, and (3) refinement of analytical and procurement plans for Phase II detailed study activities. The paper describes the overall study framework in terms of major tasks and the flow of information
