Situation, challenges and perspectives on the renewable energies market in the Indian Ocean (Comoros, Madagascar, Mauritius, Seychelles)

This public document describes and comments the situation, stakes and perspectives on the market of renewable energies in some islands of the Indian Ocean (Comoros, Madagascar, Maurice, and Seychelles). The author outlines some common stakes, the differences which can be noticed, and the existence of strategies of regional investors in favour of a promotion of renewable energies. Then, for each of these islands, the author proposes an overview of the energy policy, and of the current business environment and investments. The author outlines the main characteristics for Madagascar (insufficient access to electric power, under-exploitation or renewable energies, high hydraulic potential, a new energy policy, investments for an increased capacity), Comoros (issue of electric power supply and decarbonization, high geothermal potential, investments to restructure the electricity sector), Maurice (objective of energy independence, regulatory framework in favour of a development of renewable energies, investments in favour of the electric power sector), and Seychelles (ambitious policy for renewable energies, progressive implementation of a favourable framework)
