This invention relates to a composite plate shaped billet, useful in the fabrication of nuclear control rods, which comprises a core of stainless steel containing about 2 percent boron 10, a thin coating of zirconia on the surfaces of said core, and said zirconia coating being completely encased in a jacket of mild steel, said composite having been hot rolled between about 10750 and about 11650C. 1 claim, 8 figures
