Starting from the experimental opportunities at a neutrino factory, possibilities at other facilities which become available well before the neutrino factory, will be discussed. Ideas abound on neutrino super-beams, beta-beams, and the use of conventional neutrino beams in off axis mode. Nevertheless the costs and time-scales for realization will be decisive
