Nonrelativistic and non-Fresnel approach to propagation of light in moving media

In the paper the formula for light propagation in a moving medium is derived, based on other than the Fresnel classical treatment. The assumption was made that light travelling in matter experiences successive elementary delays, meeting on its way the particles of matter; however, in the space between particles it travels with the same velocity as before entering matter. The formula obtained is of generale validity. It can be exploited in different concepts of electromagnetic radiation emission concept, ether and free-molecular ether concepts) and for different models of light propagation in matter. The Fresnel formula can be obtained from this formula under the assumption that the time of elementary delay is constant. The interpretation of the Fresnel formula based on the present model of light propagation, in terms of emission and ether concepts, is given and some consequences of this interpretation are indicated
