Qualification licensing system for supervisory operators at nuclear power plant

Description

Taking the opportunity of the TMI-2 nuclear power accident in March, 1979, in the United States, in order to ensure the safety of nuclear power plants, the qualification licensing system for supervisory operators was started in November, 1980. Under the system, the Thermal and Nuclear Power Engineering Society of Japan was designated as an organ for the purpose, and it performs operation skill test, lecture course and oral examination for the applicants from electric power companies. The successful applicants are then granted the qualification license. Meanwhile, the respective power companies must employ the licensed personnel to operate a nuclear power plant, starting in June, 1982. The licensing system is summarized, and in this connection, the similar systems in the United States and Canada are briefed. (J.P.N.)

TMI事故を契機に原子力発亀所の安全確保の一環として、社団法人火力原子力発電技術協会は、国の認定機関に指定され、原子力施設を有する電力会社の申請者に対して、運転実技試験、講習、口答試験を実施し、条件を満足した者に対して運転責任者の資格認定証を交付することになった。また通商産業省令の改正により、昭和57年(1982年)6月1日以降、電力会社は原子力発電所の運転を行う場合、上記有資格者の配備が必要となった (著者)
