Research reactors nuclear safety regulations

The regulations were approved in November 1978 by the Permanent Commission of CMEA on peaceful utilization of nuclear energy for application in the CMEA member-countries. The regulation contain: general principles; basic concepts, definitions and terminology; technical specifications of design and equipment of a research reactor; order of a research reactor putting into operation; order of a research reactor operation; rules for transportation and storage of ''fresh'' and spent reactor fuels; recommendations on personnel composition and qualification for a research reactor; rules for the personnel actions in emergency situations; order of a research reactor nuclear safety control and inspection. The regulations establish demands and conditions of the CMEA member-countries research reactors nuclear safety. The regulations are spreaded to all research reactors under operation, construction and projecting irrespective to their type and departmental belonging. The regulations has been developed taking into consideration the standards in force in the CMEA member-countries and operation experience on research reactors. The state supervision on research reactors and other nuclear installations nuclear safety is performed by the State Inspection on nuclear safety of the country (''Gosatomnadzor''). (I.T.)
