Lessons Learned for Implementing Integrated Nuclear Security Support Plan (INSSP) in Indonesia

Integrated Nuclear Security Support Plan (INSSP) is a tool to know how far the nuclear security in the country has been achieved. Many Institution or relevant agency must be involved in this area, of course communication and coordination among institutions is necessary to maintained and get the same understanding so that it can encourage the success of the INSSP. Controlling of nuclear materials and radioactive sources in installation or facilities are more easier because the Licensee should follow the regulation, otherwise the license can be revoked due to the security is the requirement of the license. Other than these must be controlled are sources out of regulatory control that can be also used as nuclear bomb or dirty bomb. It is able to be owned by unauthorized person through smuggling, illicit trafficking, or illegal export and import. Therefore the controlling of sources out of regulatory are more difficult then sources in facilities or installation. The sabotage also must be considered when the sources transported especially in land transportation or in big event. Prevention, detection, and response should be developed in the country to avoid malicious act related to nuclear material and radioactive sources. Radiation Portal Monitor (RPM), Personal detector, and others equipment must be procured. Of course to use and handle and maintain equipments should be carried out training of person to be front line officer. As a font line officer they should be able to operate and maintain the equipment and take action if something detected by the detector. When the detector give the significant information or data the procedures is able to guide who will do what to take action necessary. (author)
