There is possible damages on the nuclear power plants (NPP) of so-frontiers states and operations of the forces of the civil defense (cd) in these situations
Description
Full text: According to our forecasts if any type of accident occurs at the nuclear power plant located on the territory of Armenian Republic the radioactive pollution will spread over the territory of Azerbaijan. The injection of radioactive substances and formation of a polluted zone on the significant area including some parts of the territory of Nakhichevan Republic, Nagorny Karabakh, Kelbajar and Kedabek regions are possible. In extraordinary situations occurred due to radiation accidents or under detection of a radioactive pollution the restriction of subsequent irradiation of the population is accomplished by protective measures. These measures are connected to the breakdown of normal live ability of the population, economic and social functioning of the territory i.e. it is an interference causing not only economic and ecological damage but also having adverse influence on the population. A decrease of risk to a possible low level (optimization) is carried out due to the following two circumstances: A time it of risk of a potential irradiation from all possible sources of radiation is regulated and for each source the boundary of risk is established; Under a decrease of potential radiation risk there is the minimum level of risk, below which a risk is considered as negligible and further decrease of risk is inexpedient. Under the accident control and under a realization of urgent reestablishment works it is recommended not to admit an equivalent dose (ED) of radiation more than approximately 500 mSv except for actions on rescue of life or on prevention of further development of the accident and the irradiation of large number of people. Assumed increase of radiation is admitted only for men older than 30 years only on voluntary written approval and preliminary informing them about possible doses of radiation at accident liquidation and about a risk for their health. The persons attracted for realization of emergency and saving work, are considered on the same footing as the personnel working with ethnogeny sources of ionizing radiation or those who work in conditions under the influence of latter. At accidents with vast territories pollution on a basis of the control and forecast of a radiation situation (RS) a zone of radiation accident (ZRA) i.e. the territory on which total external and internal radiation in terms of ED can exceed 5 mSv/year is established. Main problems and measures of radioprotection are outlined in the appropriate normative documents of the Republic. At different stages of an accident the interference is regulated by zoning of the polluted territories which is based on the value of annual ED which can be received by the inhabitants in absence of measures of irradiation protection. On the territories where an annual ED does not exceed 1m 3v the usual control of radioactive pollution of objects of an environment and agricultural production is made and by its results an irradiation dose of the population on this territory is not restricted by the radiation factor. This territory is not considered as a zone of a radioactive pollution. Applying the security system in all cases the limits are applied to a sum of all appropriate doses from external radiation for an established period of time and half - century doses from receipts for the same time. Based on the stated above principles which are used as guidance at acceptance of the decisions about character of an interference (protective measures) at planning protective measures on a case of radiation accidence the derivative levels of interference: doses and power of radiation doses levels of radioactive pollution and other characteristics RP with reference to concrete radio dangerous objects and conditions of their accommodation in view of probable types of emergencies scripts of development of emergency situations and forming RC, can be established. The realization of principles and norms of maintenance of radiation safety in extraordinary situations will require development of the special methodical apparatus of an estimation a degree of radiation danger on the base of established criteria of determination for each radio dangerous object of measure systems on continuous radiation monitoring, duly revealing of emergence strategy and tactics of liquidation of radiation accident consequences
