Description

Indonesia entered the nuclear era since 1964 has a healthy nuclear facility, operates reliably with maintenance in accordance with the quality management system and is supported by human resources with specific competencies only owned by BATAN. With the increasing of BATAN Human Resource age, zero growth policy and civil servant moratorium by the central government from 2014 - 2017 recruitment of BATAN Human Resources become less optimal plus BATAN employees age is 47 years and 6 months approx. Retirement age. This leads to significant reductions in staffing that can affect the decline in the number of HR support but also affect the competency gap. This condition, if not resolved soon can be a problem in the future, to the smoothness and sustainability of research, development and utilization of nuclear science and technology in BATAN in the future, as mandated in Law Number 10 Year 1997 on Nuclear Power and Presidential Regulation no. 46 Year 2013 About BATAN. With the condition of the problem, BATAN needs to improve the performance of organizational capacity so that the implementation of research activities, development and utilization of nuclear science and technology can keep running smoothly and sustainably. There are 3 dimensions to improve the capacity of institutions namely organizational dimensions, management and human resources. This paper focuses on human resource dimension through structuring HR management system aimed at improving HR professionalism. Methodology of data retrieval research using primary and secondary data. The measurement methodology is based on the workload analysis of 2016 and the distribution of personnel needs of BATAN years human resources. The expected results of paper are BATAN's human resource capacity are increased through the planning of new employee needs, NKMS (Nuclear Knowledge Management System), BATAN employee competency standards, general functional overhead, and competency-based education and training programs.
