The safety objectives of early radioactive release or large radioactive release being practically eliminated

Description

The accurate positioning of the safety objectives that an early radioactive release or a large massive radioactive release should be practically eliminated is the premise for correctly understanding of HAF102-2016, and it is also the first consideration when making relevant regulatory policies. Based on the study of domestic and international nuclear safety objective hierarchy, content range and development history, in view of HAF102-2016 and China's target which the newly designed nuclear power plants strive to eliminate the possibility of a large release of radioactive material during the '13th Five-Year Period', this paper proposes suggestions about the positioning requirements in China's nuclear safety regulation system.
