Description

This article addresses the regulation of power distribution services. The author advocates the voluntary provision of transmission services. The principles of providing these services are discussed. The author feels this approach will serve to ensure the provision of transmission services in a manner consistent with the fundamental objective of utilities to provide cost-effective, reliable, and adequate service to their native load customers
