Reviving nuclear option requires policy incentives replacing risk

Poor financial health and an inability to raise capital have combined with a high risk factor to prevent the electric-utility industry from realizing the potential of nuclear power. To revitalize the nuclear option and make nuclear plants affordable, the risks and the lead times must both be reduced. The many proposals made to accomplish this overlook the fundamental need to have nuclear policy removed from the political process. A long-term, depoliticized policy that assure better construction and operating practices will improve financial performance and justify rate decisions that recognize investment risks. The nuclear industry can help with a stronger quality-assurance program and a definitive demonstration of nuclear power's benefits. 4 figures
