Propositions of the national 'access to energy' work group with the Fasep tool (Fund for studies and support to the private sector)

Within a context where hundreds of millions of people in the world living in rural areas are still without access to electric power, and billions of people have no access to clean cooking modes, this document reports an analysis made by actors of the sector of access to energy to improve an existing tool (FASEP, Fund for studies and support to the private sector)) which finances feasibility studies and demonstrators of green technologies, and to make possible an accelerated implementation of projects of access to energy by French actors in partnership with local actors. After a presentation of this tool (benefits, objectives, limitations), recommendations are stated regarding the access to this tool, its application (noticed administrative difficulties, issue of local taxes, project appropriation by local stake holders), post-studies stages and demonstrators. Answers to these recommendations by the Treasury Directorate are included
