Description
Within the framework of a prospective mission about the regulatory framework of the practice of spreading fertilising materials of residual origin (Mafor) on farmlands, this report is based on interviews and on an analysis of previously published reports. It first proposes a brief overview of the situation of agricultural valorisation of these Mafors (a more complete presentation is provided in appendix: quantitative analysis of Mafors available in France, characteristics, variability and treatments, agronomic interest, environmental impact of Mafor spreading, health risks related to this spreading, economic data on Mafor agricultural valorisation, social acceptability of Mafor spreading). In a first part, it discusses stakes associated with the agricultural valorisation of Mafors, and presents the regulatory framework of Mafor spreading (regulatory texts and applicable prescriptions), and the actors of this valorisation (State and its agencies, producers and users, consultancy bodies and service providers). In the second part, it elaborates several propositions for a a new regulatory framework of spreading (harmonisation, peculiar prescriptions, case of urban sludge), and related to the future of spreading plans (suppression or improvement), to a precise definition of respective responsibilities of producers and users, to an improvement of spreading prescriptions, to the management of risks related to the presence of contaminants, to fertilisation management, to the definition of tools spreading instruction and follow-up, to more efficient controls, and to support measures aiming at more efficient spreading
