In Norway, the present dam regulations are being revised. This report discusses the principles of safety evaluations of all structures in watercourses, including older ones. It surveys regulations and standards which can be used for comparison. Safety philosophy and safety levels are discussed, and proposals for formulations which can be used in regulations are given. How to apply general safety rules to old structures is emphasized. 24 refs., 2 tables
