New concept for the management of radwaste from nuclear power plants
Description
The paper discusses the legal situation of the waste storage facilities as regards the licensing of waste mixturing and the improvement of quality control measures and the supervision of the waste streams by the operators. It is an objective to reduce clearly the transports with waste with relatively higher specific activity by application of mobile conditioning plants in the nuclear plants and to limit the remaining transports to a very large extent on waste with very low specific activity. The technical measures proposed are to be completed organizationally by central waste data recording through DWK and the establishment of a single waste disposal company on the basis of GNS, placed under the responsibility of the electric utilities. Abstract (German)
Auf die genehmigungsrechtliche Situation der Abfall-Lager hinsichtlich der Abfallvermischung sowie auf die Verbesserung der qualitaetssichernden Massnahmen und die Ueberwachung der Abfallstroeme durch die Betreiber wird eingegangen. Ziel ist es, die Transporte fuer Abfaelle mit relativ hoeherer spezifischer Aktivitaet durch Einsatz von mobilen Konditionierungsanlagen in den KKW deutlich zu reduzieren und die verbleibenden Transporte weitestgehend auf Abfaelle mit sehr geringer spezifischer Aktivitaet zu beschraenken. Die vorgeschlagenen technischen Massnahmen sollen organisatorisch ergaenzt werden durch eine zentrale Abfalldatenerfassung durch DWK und die Gruendung einer EVU-gemeinsamen Entsorgungsgesellschaft auf Basis der GNS.
