Report of the Working Group on Raising Funds in the Atomic Energy Commission of Japan

Description

The research and development of nuclear energy must be carried out systematically and in long-range points of view, because of the large scale and the long term investment. It is necessary to forward simultaneously the projects such as fast breeder reactors, nuclear fusion and uranium enrichment, accordingly the funds required for these efforts for the future ten years are expected to rise to about yen 4 trillion; for the former five years in which the construction of facilities is concentrated, the yearly rate of increase in funds is about 30% on the average. In order to meet such financial needs, while the priority in budget compilation and the dependence on the general accounts are expected, the recourse to other financial sources must be considered. As such, the following matters are described concerning the possibility, characters and problems of revenue sources: private funds, debts, object tax, and special bonds. (Mori, K.)
