Public access of environmental information. Report of an Interdepartmental Working Party on public access to information held by Pollution Control Authorities

The working party was set up to report to the Government ways of implementing the recommendations of the Royal Commission on Environmental Pollution that 'there should be a presumption in favour of unrestricted public access to the information which the pollution control authorities obtain or receive by virtue of their statutory powers'. Chapter 6 deals with Radioactive wastes. The present situation (eg on how the information is gathered, which department or bodies are involved etc) and the current state of the law are discussed. Licensed nuclear sites, sea disposal, inspections and defence wastes are all considered briefly. The case for improving public access to information and, recommendations on how to achieve this made, and the resource implications considered. On control of radioactive wastes there is currently no power for the responsible Government Departments to make information public. It is recommended that new legislation should confer powers to make information available, including a power to require public registers to be kept at prescribed places giving information related to certificates issued under the Radioactive Substances Act 1960.
