Description

Japan is attempting to limit the emission of carbon dioxide by the year 2000 to approximately the level of 1990 while maintaining an appropriate economic growth. The issues of environmental protection, economic development and energy supply are being considered. In order to balance these issues, a reform of the energy supply and demand systems has become important. Regarding energy supply, the importance of nuclear power generation is increasing. In recent governmental reports, the target for nuclear power is that it should account for 33% of the overall power generation in FY 2000 and for 42% in FY 2010. For the future, the following conditions of nuclear power generation in Japan are expected: (a) The era of LWRs will continue until the middle of the 21st century; (b) the number of ageing nuclear reactors will increase; (c) decommissioning of nuclear reactors will begin; and (d) the human resources in this field will continue to decrease, whereas the number of power plants will increase. In addition, the number of people who have fears regarding the safety of nuclear power is significant. Measures to address these problems should be taken and electricity supply by LWRs should be increased. Japan's basic policy to establish a complete nuclear fuel cycle should be continued, with regard to the security of energy supply and the reduction of radioactive waste. The schedule for completion of individual nuclear fuel cycle projects has to be reviewed, taking into account changes that will be necessary in order to achieve improvements in fuel cycle economics and nuclear non-proliferation measures. Regarding the use of plutonium, a system should be established which ensures that the quantity of plutonium in Japan is not larger than that required. In order to prevent an excessive stockpile, both the plutonium recovered in Japan and that returned from abroad must be handled carefully, following appropriate security procedures. (author). 5 tabs
