Proposed public communication arrangements in preparedness and nuclear emergency response

Public communication is one of the important things in dealing with nuclear emergencies. This is because in the nuclear emergency response stage there is a process of delivering information to the public, including about evacuation sites, restrictions on food and beverage consumption, and other instructions. So if there is inappropriate information it can pose a safety risk or even cause public unrest. The regulation regarding public communication in dealing with nuclear emergencies in the Head of BAPETEN Regulation Number 1, 2010 concerning Nuclear Emergency Preparedness and Response is considered incompatible with the development of international standards in line with the issuance of GSR Part 7 which was published in 2015 and GSG 14 which was published in 2020. Therefore, a study was conducted to find out important things that can be taken into consideration in drafting a replacement regulation for BAPETEN Perka No. 1, 2010 for the aspect of public communication based on the requirements in GSR Part 7 and GSG 14 and enriched with state regulations in other country, namely the Nuclear Emergency Planning and Response Guidance issued by the United Kingdom Government and the Management of Nuclear and Radiological Emergencies issued by the National Disaster Management Authority of India. From the results of the study, several aspects that can be considered in the regulation of public communication during preparedness and response to nuclear emergencies are obtained, namely Periodical Review of the Effectiveness of Public Communications; Management of Fake News, Misinformation and Rumors; Public Communication Program; Infrastructure and Resources; and Media Management.
