The NOE detector for a long baseline neutrino oscillation experiment

The design of a large underground detector (NOE) devoted to the search for long baseline neutrino oscillations is presented. The detector is composed by calorimetric modules interleaved with transition radiation (TRD) modules. The basic results of our R and D program are reported
