Reclassification: a safe and effective PCB transformer disposal method

Several options for the remediation of polychlorinated biphenyl (PCB) transformers were examined. Reclassification technologies involving retrofilling Askarel transformers with silicone oil and filtering out the PCBs with activated carbon, or using chlorinated benzenes to extract PCBs, were summarized. Yet another alternative, the System 50 reclassification technology using per-chloroethylene, and developed by ENSR Inc., was discussed in some detail. Development of the technology, its advantages and present mathematical and experiential evidence of its effectiveness were described. This method is said to remove the liability associated with an Askarel transformer safely and quickly. Also, the per-chloroethylene maintains the transformer's non-flammable rating and lowers the operating temperature. Finally, perc-based fluids are highly stable, have a lower power factor than the Askarel they replace, and have a much lower failure rate than those typically experienced in the industry
