The safety culture of the nuclear plants of Sydkraft
Description
This study, commanded by the Swedish utility Sydkraft, aimed at strengthening the ability of the organisation and its personnel to maintain and operate their five nuclear power plants safely, taking particular account of the dedication shown by the personnel and their attitudes to safety requirements. Assessment of the design of the plants and the status of the equipment was not included in the study. Information was obtained through informal interviews with managers and specialists, and through more than 130 systematic interviews with operating, maintenance and contractor personnel. Views were obtained from a number of external experts, including the safety regulators. A number of proposals are made in the study, regarding ways to achieve: A clear and strong commitment to safety matters from the company executives; A simpler structure regarding responsibilities and goals; A more uniform and understandable system of rules; Increased communication between levels and groups; Measures to conserve and develop competence for operating and maintaining the plants regarding: Personnel recruiting and education, R and D, Government contacts, Negative effects from the nuclear phaseout decision.
