Examining the current states of nuclear power plants. Recommendations from the Niigata Prefecture Verification summary committee

Description

In August 2017, the 'Three Committees for the Verification of Nuclear Accidents in Niigata Prefecture' were established, and in February 2018, the 'General Verification Committee' was set up to consolidate their findings and use them in discussions about the potential restart of the Kashiwazaki-Kariwa Nuclear Power Plant. Although the verification reports from the committees were completed, the General Verification Committee held only two meetings before it was dissolved on March 31, 2023, due to a conflict between myself, the committee chair, and the governor. As a result, I was dismissed from my position. I believe it is my responsibility to clarify the entire sequence of events, explain the causes of the conflict, and emphasize the importance of local governance in nuclear power issues. (J.P.N.)

Abstract (Japanese)

2017年8月に「新潟県原子力事故に関する三つの検証委員会」が,2018年2月にその検証報告を総括して柏崎刈羽原発の再稼働の議論に生かすべく「検証総括委員会」が設置された.検証委員会からの検証報告書は出揃ったが,検証総括委員会は2回の会議が開催されたのみで,委員長であった私と知事との対立が原因となって2023年3月31日に検証総括委員会は廃止,私は解任となってしまった.私は,一連の経緯を明らかにする責任があると考え,ここに対立の原因を明らかにするとともに,原発問題において地方自治の重要性を訴えたい.(著者)
