Description

This paper deals with the problem of an overseas regulatory agency in licensing a Canadian-supplied nuclear plant that is referenced to a plant in Canada. First the general problems associated with the use of a reference plant are discussed. This is followed by a discussion of specific problems which arise from the licensing practices in Canada. The paper concludes with recommendations to simplify the task of demonstrating the licensability of an overseas CANDU plant
