Pros and cons. Final evaluation of the balance regulation. Air quality Decree 2005
Description
In order to gain experience with the Dutch Air Quality Decree 2005 and the regulation on balancing, eleven pilot projects were started with the purpose to test the Decree and the regulation for different situations. The balance regulation implies that deteriorated air quality in one place must be compensated by improved air quality somewhere else. In this report the results of a final evaluation of the projects are presented and discussed

Om ervaring op te doen met de werking van het Besluit luchtkwaliteit 2005 (Blk2005) en de salderingsbenadering is VROM in september 2005 gestart met het programma 'pilots uitvoering Besluit luchtkwaliteit 2005'. Het programma omvat elf pilotprojecten die gericht zijn op verschillende situaties, waaronder woningbouw, herstructurering van een stationsgebied, de aanleg van een bedrijfsterrein, een vergunningverlening krachtens de Wet milieubeheer en grootschalige reconstructie van de intensieve veehouderij.
