Description

The instrumental safeguards system is aimed at continuous or discontinuous monitorig of the materials flow at predetermined points (key measuring points) by means of quantitative measurement. In addition complete inventories are to be taken at certain intervals - again with the aid of quantitative measurements. The data received on them are then compared with the book inventory given by the operator. With large deviations, the suspicion of branching off fissile material from the field of peaceful use will arise. (orig./RW)

Abstract (German)

Die instrumentierte Spaltstoffflusskontrolle zielt darauf hin, die Materπalstroeme an ganz bestimmten Punkten (Schluesselmesspunkten) laufend oder auch diskontinuierlich mittels quantitativer Messungen zu ueberwachen. Ausserdem sollen in bestimmten Zeitabstaenden - wiederum unter Zuhilfenahme quantitativer Messungen - komplette Inventuren durchgefuehrt werden. Die dabei gewonnenen Daten werden dann mit dem vom Anlagenbetreiber angegebenen Buchinventar verglichen. Bei starken Abweichungen entsteht der Verdacht auf Abzweigung von Spaltmaterial aus dem Bereich der friedlichen Nutzung. (orig./RW)
