Methodology for the improvement of operational availability of power plant units

Description
The author commences by arguing for co-ordinated treatment of availability problems and regards as a starting point comprehensive information about existing methods, programmes and practices throughout the world. He identifies weaknesses which can arise from the piecemeal treatment of all those factors which have an influence on operational availability of power plant units, and he emphasises the close inter-relationship between the individual steps necessary for overall optimisation. The author expresses the view that the professional knowledge necessary for co-ordinated optimisation neither can nor should be available within the framework of a single electricity supply undertaking. In addition he casts doubt on the adequacy of information about the documentation already produced in various places and stresses the importance of incorporating in the respective work all available competences including those from consultancy firms. Abstract (German)
Der Autor beginnt mit einem Plaedoyer fuer eine koordinierte Behandlung von Verfuegbarkeitsproblemen und sieht als Ausgangspunkt umfassende Information ueber die weltweit vorhandener Methoden, Programme und Praktiken an. Er nennt die Schwachpunkte, die sich bei stueckweiser Behandlung all der Faktoren, die die Betriebsverfuegbarkeit von Kraftwerksbloecken beeinflussen, ergeben koennen, und betont die enge gegenseitige Abhaengigkeit zwischen den fuer eine Gesamtoptimierung erforderlichen Einzelschritten. Der Autor aeussert die Auffassung, dass das fuer eine koordinierte Optimierung notwendige Fachwissen innerhalb eines einzelnen EVU weder vorhanden sein kann noch sollte. Er aeussert ferner Zweifel, ob ausreichende Information ueber die an verschiedenen Orten bereits zusammengestellten Dokumentationen vorhanden ist und haelt es fuer wichtig, dass bei entsprechendem Vorhaben alle hierfuer zustaendigen Kraefte einschliesslich der Beratungsfirmen eingeschaltet werden sollten.
