Use of performance-based safety evaluation as a tool for life extension
Description
The frequency of transients and the availability of safety systems have a major impact on safety. Industry-wide and unit specific trending could identify effects of aging. Such an approach could provide a regulatory framework for life extension and could substitute for more prescriptive regulation. Data on transients and safety system reliability are being collected, by NRC and INPO respectively. With some changes, these data systems could form the basis for trending. To illustrate the process, an analysis was performed of the frequency of scrams from power for U.S. LWRs. Scram rates showed the effects of learning at individual units and industry wide. No deterioration with unit age was found
